I'm pretty sure he is referring to the "generic" branding of Phenolic tube in his question .... ie: cardboard based spiral wound tube impregnated with Phenolic resin , and commonly marketed by rocketry suppliers as "Phenolic Tube"

Unfortunately the weather forecast has taken a turn for the worse and the impending conditions do not look like they will improve.
