CASA does not "own" airspace. However they & the Office of Airspace Regulation (OAR) do manage the use of it.
It is a very complex dance between CASA, OAR, ATC, DoD, Landowners & those who wish to use the airspace.
It is not as easy as some would think to be able to get area approvals, and there is quite a bit of process, thankfully there are individuals on the AMRS Executive Committee with the expertise in getting these approvals in place.
99.9Km's takes you right to the edge of space, and if you want to play there, you had better know what you are talking about. The Space Activities Act 1998 is a VERY onerous document, and carries quite severe penalties for contravention.
